(free)The slow progression towards the regulation of sludge treatment centres (STC’s) has taken great effect in recent years. Some companies, notably United Utilities and Northern Ireland water have seen a relatively large number of the their STC’s requiring a PPC or an EP permit, with many of the other water companies the regulations have had less of an impact. With the application of a permit, in terms of regulation, the site effectively becomes partitioned.
This paper considers the impact of EPR/PPC on the wastewater sector and the potential issues in the regulation, management of public perception of operating a site split between two regimes. Also in the light of the new draft H4 the paper seeks to critically review this document in consideration of its application to a range of sectors, including that of wastewater. The review considers the origins of the indicative criteria for odour, the uncertainty of the dispersion modelling of odours and the impact of encroachment on the installation.
