In order to assist the Flemish authorities in defining their environmental policy, VITO (the Flemish Institute for Technological Research) has been asked to select the BAT (Best Available Techniques) for treatment and disposal of different organic waste streams. The results of the BAT evaluations have been used by the Flemish authorities to develop strategic plans for the treatment and disposal of biowaste streams, and for the determination of permit conditions for plants treating biowaste.

In this paper, we discuss the methodology used in the BAT selections and present some results from 3 case studies:

  • treatment and disposal of sewage sludge; –
  • composting of separately collected green waste and municipal biowaste
  • treatment of the residual fraction of MSW.

KEY WORDS: BAT, Best Available Techniques, green waste, municipal biowaste, MSW, permit conditions, sewage sludge, waste policy
