Northern Ireland Water, formally Water Service, has undertaken an extensive programme of water treatment works renewal under a water framework agreement. Carran Hill was the fifth project awarded to Earth Tech Farrans under this framework and involved the provision of a new 6.8 Ml/d water treatment works to supply high quality drinking water, to the latest EU standards, to Crossmaglen and the surrounding areas in County Armagh.
The design build contract was awarded in November 2004, after a preferred bidder period. In August 2006 the new works was commissioned and put into service eight weeks ahead of schedule and within budget.
A partnering and integrated supply chain approach was adopted as a means to achieve the optimum value solution. This was achieved by early involvement of the end user and the fostering of co-operation with selected key suppliers during the initial design development phase and continuing this relationship through into the procurement and construction phases. The use of Constraint Management Techniques for programming the works was implemented for this project using a fully integrated programme for design, procurement and construction activities.
A four stage treatment process was provided consisting of Dissolved Air Flotation, Rapid Gravity Filtration, Granular Activated Carbon Adsorbers and Manganese Contactors. The waste water and sludge streams are treated in combined lamella thickener units with the thickened sludge transported off site and supernatant returning to the local water course.
This paper describes how collaborative working practices, use of supply chain initiatives, theory of constraints planning, open book accounting and an emphasis on the environment, have all contributed to the successful completion of the Carran Hill WTW project, ahead of programme, under budget and satisfying the Client’s requirements for process performance and quality.
