Regulatory Context
- Original 2023 REUL list of regulation for revocation updated: WRD, UWWTD, Bathing Waters, Sludge Directive now all taken off revocation list
- However: UWWTD updated by EU in 2022: all WwTW >100,000PE to provide quaternary treatment for micropollutant removal by 2035
- Currently unclear how devolved Gov’ts of UK will converge or diverge from EU 2022 update with respect to micropollutants and to what degree.
- BUT: OFWAT Asset Investment Strategy Guidance (April 2022)
- 25 year horizon and no regret scenario requirement implies a need to consider what may be the biggest driver of increased treatment capability over next 25 years
- Systems analysis: Biggest driver of increased treatment increase in treatment capability over next 25 years is micropollutants
