(free)This paper explores the role and impact of the UK’s Health and Safety Executive’s (HSE) initiative on
Competency Management Systems. Following the Buncefield Incident the HSE’s attention is being
directed to safety systems, safety integrity level and relative reliability. The paper draws particular
attention to sewage sludge thermal drying systems and explores the obvious linkage with the
Dangerous Substance and Explosive Atmospheres Regulations (DSEAR) 2002. The impact on other
processes and systems within the UK Water Industry is also explored.
